What does that mean, 'the Ontario government and school boards have invested significantly in anti-bullying education'? If it means that those with actual power - the adults in the room - continue to choose to sit on their hands if bully 'educated' children continue to bully, then it means jack. And what about bullying teachers -teachers that are emotionally and psychologically abusive? Who takes a shred of responsibility for them? What is fundamentally missing in the public education system is ACCOUNTABILITY. If you can't or won't do your job to minimum standards then you are out. That should be the easy to understand, clear as a bell law of the land. If you abuse or neglect the children in your care responsible adults - fellow teachers, principals, parents - should speak up. Too many times, it doesn't happen. Why not? Because the 'system' protects the bad at the expense of the good.
